About the Webinar: 

In this webinar, we will start with an introduction to Central Bank Digital Currencies (CBDCs), including their definition, functioning, and key differences from cryptocurrencies. Throughout the event, we will discuss their benefits, such as financial inclusion and economic stability improvement, and analyze the risks and challenges, including impacts on privacy and financial stability. We will also review case studies of implementations in China and Europe and explore alternatives such as decentralized cryptocurrencies and improvements in traditional financial infrastructure. During the session, attendee participation and debate will be encouraged to share various viewpoints and experiences.

About the Speakers: 

Andre Luiz Silva is a prominent Brazilian professional in technology and capital markets. He is currently the co-founder and COO of a55, a growing fintech company in Brazil. Andre has over five years of experience at a55, having played key roles since its founding. Prior to a55, he served as CTO at Captalys Companhia de Investimentos and Infinity Asset Management, where he developed market data infrastructures and high-frequency trading systems. Andre is known for his leadership skills, technical knowledge, and abilities in managing time, budget, and teams. He is a well-rounded professional who balances business needs with his technological expertise, allowing him to excel in his field.

Paz Gómez is a renowned Ecuadorian researcher and political analyst specializing in project management and blockchain technology. She resides in the Metropolitan District of Quito, Ecuador, and holds a bachelor’s degree in International Relations with a specialization in Political Science from Universidad San Francisco de Quito, as well as a master’s degree in Blockchain and Digital Currency from the University of Nicosia. With over seven years of experience, Paz has worked in political and risk analysis in financial markets, particularly focusing on Latin America. She is the co-founder and vice-president of the Fundación Libre Razón, an organization dedicated to training young Ecuadorian leaders in the principles of democracy and freedom. Additionally, she teaches the course “Blockchain and its Applications” at the Instituto Tecnológico Autónomo de México and has published over 100 articles on political analysis, market innovation, and blockchain technology. Paz is also an activist for individual and economic freedom, advocating for women’s economic empowerment, and has been a speaker on topics of democracy, governance, economic development, and blockchain technology. She is currently the Director of Research at Impunity Observer, where she coordinates research and editorials on Latin American issues.

José Joaquín Fernández is a distinguished economist and public policy expert known for his advocacy of individual and economic freedom. With a solid academic background, including a master’s degree in Entrepreneurial Economics from Universidad Francisco Marroquín and studies in Finance and Managerial Economics at Boston University, he has dedicated his career to promoting the principles of liberalism. He is currently the CEO of Instituto Libertad in San José, Costa Rica, a non-profit organization that organizes conferences, seminars, and publications to promote liberalism. José Joaquín is an expert in the Austrian School, Public Choice, and monetarism, and has been a consultant, lecturer, and writer on monetary policy, taxation, public spending, and education. In addition to his role at Instituto Libertad, José Joaquín has authored the blog “La riqueza de las naciones” in El Financiero (Costa Rica) and has written a column for La Prensa Libre. His career includes leadership positions at Bekuo Investment Group and Revista Viajes, as well as advisory roles in the Costa Rican Legislative Assembly. José Joaquín Fernández is known for his deep economic knowledge, ability to communicate complex ideas accessibly, and commitment to the principles of individual and economic freedom.

Javier Salinas Malaspina is a Peruvian expert in blockchain, CBDC, and the silver economy. He is the founder and CEO of SilverXperience, a platform that values the experience of people over 50, and Block4e, focused on asset tokenization and digital custody. He participated in the first pilot of the Sovereign Digital Currency of the Central Bank of Peru. He was the Director of the Entrepreneurship and Innovation Center at Universidad del Pacífico and is a member of the Board of Directors of the Ibero-American Fintech Association. Additionally, he has promoted public policies and regulations for entrepreneurship and innovation in Peru. Javier has been president of the Crowdfunding Association of Peru, vice-president of the Fintech Association of Peru, and co-founder of PECAP. He is an influential leader in fintech and blockchain, dedicated to building and strengthening the entrepreneurial ecosystem in Peru.

Daniel Jiménez Bravo is a writer and blockchain enthusiast with over six years of experience creating content for cryptocurrency fintechs. Humberto Andrade, known as Hucams, is a Brazilian specialist in blockchain and CBDC who is working on a thesis on the factors triggering CBDC adoption in his country, in collaboration with Utrecht University. He has been working in the crypto industry since 2018, with experience in blockchain consulting and research, financial strategies, and client relationship management in an OTC exchange desk, web3 strategies, and on-chain data analysis.

Lucía García Encinas is an economist with a specialization in economic development, graduated from Universidad Mayor de San Simón. She is interested in research and political advocacy. She has served as a research assistant at IESE, IIESEC, SDSN, and currently at CERES. She was an intern at Fundación Bases and is now a Research Fellow. She believes that the solution to climate change and poverty lies in promoting free markets and innovation.

Karla Solano Candell holds a master’s degree in Human Development from FLACSO Argentina, where she studied with an OAS scholarship in 2018. She is a lawyer graduated from Universidad Católica de Santiago de Guayaquil and currently teaches History, Introduction to Law, and Legal Structures of Ecuador at the high school level. She also coordinates Students for Liberty in Ecuador. Karla continues studying linguistics and teacher training in Mexico and Puerto Rico. She is passionate about environmental advocacy and the promotion of freedom.

About the Moderator: 

Luis León Pardo is an experienced project manager and entrepreneur with a strong track record in various organizations and a specialization in the blockchain and early-stage startup sector. With a bachelor’s degree about to be completed in Economics from Universidad Técnica Particular de Loja, he has developed a strategic and analytical approach to the projects he leads. He is currently a Project Manager at Fundación Internacional Bases and Somos Innovación, roles he has held since July 2022 in Argentina. In these positions, he has focused on project management and multimedia content creation, demonstrating his ability to handle multiple tasks effectively and efficiently. His contribution has been key to the expansion and positive impact of these organizations. Additionally, Luis was the founder of Libertum.io, an emerging company in the blockchain field, where he worked full-time from January 2022 to July 2023. During his time at Libertum.io, he dedicated himself to driving the company’s growth and leading innovative initiatives in the cryptocurrency field.
