This webinar will explore the changing regulatory landscape for innovative nicotine products and their role in reducing smoking rates globally. Drawing on recent developments from Chile, Greece, and the United States, we will examine how evidence-based regulation—rather than prohibition—is creating pathways to safer alternatives to smoking and improved public health outcomes. The session will highlight successful regulatory frameworks that balance consumer access with appropriate safeguards, the impact of transparent risk communication on smoking rates, and the economic implications of formal markets for alternative nicotine products.

About the Speakers: 

Guy Bentley (USA) is the director of consumer freedom at Reason Foundation. Bentley’s research focuses on the taxation and regulation of nicotine, tobacco, alcohol, and food. Before joining Reason Foundation, Bentley served as a reporter in London and Washington D.C. His work has been featured in The Washington Post, USA Today, Forbes, Time, Business Insider, The Daily Beast, The New York Post, and other publications in the U.S. and U.K. Bentley graduated with a bachelor’s degree in politics and international relations from the University of Nottingham and is based in Washington D.C.

Nikolas Christofidis (GRE) is a seasoned professional with over 25 years in Design and Advertising who holds an IB in Fine Arts Photography, a Bachelor’s in Creative Marketing, and an MA in Creative Industries. For the past decade, he has focused on the vape industry, building brands and advocating for reduced-risk alternatives. As founder of the Greek Vapers Alliance, he has championed consumer rights and harm reduction policies for 7 years, following his role as counselor at the Greek Vapers Community. Currently serving as EU Creative Marketing Director for Monster Vape Labs EU, Christofidis combines advocacy, marketing, and design expertise to drive innovation and consumer education in the vaping sector.

Ignacio Leiva (CHI) is a journalist specialized in informatics and multimedia platforms. In 2010, he led the communication campaign to prevent the vaping ban in Chile. Since then, he has focused on strengthening the community of electronic cigarette users, making them more informed and aware. He is the founder and current president of the Association of Vaporizer Consumers of Chile (ASOVAPE) and serves as the secretary of ARDT Iberoamerica. He organized the first pro-vaping public demonstration in Latin America and promotes communication campaigns for tobacco harm reduction in Chile and worldwide. Ignacio has been an active and relevant actor in the legislative process concerning electronic cigarettes in Chile, significantly contributing to policy discussions. He is also the manager of the broadcasts for World Vaping Day (WVD) and Vapefest Online. Currently, he is the general content editor and activities coordinator for the campaign “Vaping is not Smoking,” a multimedia communication effort carried out in Chile and aimed at Latin America.

Lindsey Stroud (USA) is a senior fellow at the Taxpayers Protection Alliance, where she researches tobacco and vaping policy, including authoring an annual 50-state analysis examining Centers for Disease Control and Prevention survey data on adult and youth tobacco and vapor product use. In addition, Stroud is a visiting fellow at the Independent Women’s Forum, a board member of the American Vapor Manufacturers trade association, and the creator of Tobacco Harm Reduction 101. Stroud has been researching tobacco and vaping policy since 2016, when she worked at the Heartland Institute, and has authored several books and numerous op-eds. She has also hosted podcast series and testified in front of local, state, and federal lawmakers and agencies.
